Brief description
Assessment of the German funding program to support innovative port technologies in German sea ports and inland ports (IHATEC) with the aim to increase and stabilize competitiveness. The KLU Hapag-Lloyd Center for Shipping and Global Logistics (CSGL) conducts the interviews with beneficiaries, and supports the mapping out of suggestions for improvement of the program.
Project purpose
The funding guideline Innovative Port Technologies (IHATEC) expires in December 2020. It is a funding program to support innovative port technologies in German sea ports and inland ports with the aim to increase and stabilize competitiveness. According to the coalition agreement the funding directive is planned to continue until 2025 and enable a smooth continuation of both already approved projects and projects yet to be approved. In order to verify the effectiveness of the funding program, to be able to make any necessary adjustments in the updating process, and to ensure the most efficient use of funds, an evaluation is required in accordance with the administrative regulation. The KLU Hapag-Lloyd Center for Shipping and Global Logistics (CSGL) does this assessment and conduct interviews with beneficiaries to identify weaknesses and strengths as well as opportunities and threads to the program and within the German shipping/port industry. Further, beneficiaries are getting the chance to share their opinion on the application process, on the funding instrument and on the effectiveness of the measure. The interviews represent almost 1/3 of the funded projects, meetings took place mostly on-site. Interviewees consisted of the individual project responsible person/institution, part of the consortium or of the whole consortium. All findings of the interviews executed and structured by the CSGL with the findings of an online questionnaire and expert interviews are used to map out suggestions for improvement of the program. These remarks and suggestions shall feed into the new IHATEC program, after careful consideration of the German Federal Ministry of Transport and Digital Infrastructure.
